A vacancy factor is included in the amounts of the sewer service charges set forth in this article and; therefore, sewer service charges shall not be stopped and started as a facility becomes vacant. (Ord. 11 §1, 1974; Ord. 10 §1, 1974; Ord. 4 §3.9, 1973)
