Where sewer service charges are based upon the amount of water used by a facility, such amount shall be the volume of water consumed by the facility, being the months October through September, directly preceding the fiscal year for which the charges are to be collected as indicated by a meter for the facility. Where such metering is not provided or where newly constructed facilities are involved, the volume of water consumed by the facility shall be determined on the basis of a reasonable estimate thereof made by the District Engineer.
