A. In all buildings in which there are plumbing fixtures at an elevation too low to permit drainage by gravity from the fixture to the public sewers, the sewer from the fixture shall be fitted by artificial means and discharged to the public sewer at the owner’s expense.

B. In all buildings where the floor elevation is less than one foot above the rim elevation of the nearest upstream manhole or bypass invert elevation, an overflow device or a backflow protective device shall be installed. When an overflow device is installed, the elevation of discharge of the installation shall be at least one foot below the lowest floor elevation (containing a plumbing fixture).
