A. The District Engineer may require the connector, if its sewer will carry industrial wastes, to install a suitable control manhole in the sewer to facilitate observation, sampling and measuring of wastes. Such manhole, when required, shall be installed within ninety days of the first notification by the District, shall be accessibly and safely located, and shall be constructed in accordance with the plans approved by the District Engineer. The manhole shall be installed by the users at their expense and shall be maintained by them so as to be safe and accessible at all times. A sampling port, suitable to District requirements, may also be required or may be allowed in lieu of a manhole, as determined by the District Engineer.

B. The District may require a discharger to demonstrate that in-plant modifications will reduce or eliminate the discharge of such substances in conformity with this chapter.

C. The District may also require pretreatment, including storage facilities, or flow equalization necessary to reduce or eliminate the objectionable characteristics or substances so that the discharge will not violate these rules and regulations.

D. If abandoned, any required pretreatment device must be either completely removed from site or, if a concrete tank, be pumped and filled as required for abandoned septic tanks, pursuant to the California Plumbing Code and applicable County ordinances.
