Any person, firm or corporation which connects to or uses the extension or enlarged capacity of the sewer main shall pay, in addition to the regular connection fee charged by the District, the fee as approved by the District Board. The fee shall be either paid at the time of filing the final map, or at the time necessary building permits are obtained or prior to the time the connection is made if no building permits are required, as determined in the case of each repayment plan.
