Except as this chapter may otherwise permit, following the effective date of the ordinance codified in this chapter, it is unlawful for any person to connect to the Sanitation District sewerage facilities except in the manner provided by this chapter. Any person violating the provisions of this chapter shall, upon conviction thereof, be punished by a fine not to exceed one thousand dollars, or by imprisonment not to exceed thirty days, or by both such fine and imprisonment.
