In the event that a public nuisance is not abated in accordance with the District Engineer’s order of abatement or the order of the Board of Directors, if any, the District Engineer may, upon securing the approval of the Board of Directors, proceed to abate the nuisance by force account, contract or any other method deemed most expedient by the Board.
