Any person who discharges wastewater into a public sewer shall be liable for any damage to the public sewer and sewer system. When deemed necessary by the District Engineer or the County health officer for the preservation of public health or safety or for the protection of the public or private property, he may suspend sewer service to any person or persons using the sanitary sewer system in a manner or way as to endanger the public health and safety or public or private property, and in this regard sever from the public sewer all pertinent connections thereto. If such endangerment is imminent, then the District Engineer or the County health officer may act immediately to suspend service without giving advance notice or warning whatsoever to the person or persons.
